Local Programs

Local Programs provides federal funding to cities and counties for their transportation improvements. Please reference the Local Public Agency Manual for a guide to utilizing federal funding made available to local agencies through the programs listed below. Transportation Enhancements (TE)

This program provides funding through a competitive selection process for transportation related activities other than routine highway and bridge construction. For program details and project examples, click on your area below to access the TE Guide. Off-System Bridge Replacement and Rehabilitation (BRO)

This program provides funding to counties for replacement or rehabilitation of deficient bridges.

On-System Bridge Replacement and Rehabilitation (BRM)

This program provides funding through a competitive selection process for replacement or rehabilitation of deficient bridges.

Congestion Mitigation and Air Quality (CMAQ)

This program provides funding for projects that improve air quality within Environmental Protection Agency designated areas.

Surface Transportation Program (STP)

Large Urban

This program provides funding for transportation facilities within the Transportation Management Areas of Kansas City, Springfield and St. Louis.

Small Urban

This program provides funding for transportation facilities within urban areas with an urban cluster population greater than 5,000.

Proposed changes to the LPA Manual will be posted to this website until October 31, 2008.

The LPA Manual Review Team discussed all of the proposed changes that were submitted throughout the past year. Some of those proposed changes will affect how you may have done business in the past, and are listed below.

Section 1-4	The Project Development/Implementation Schedule shown on Page 1-4 has the word "agreement" added to Project Programming.
Section 3 - Figure 3-1-1	Addition of "stream crossing" was made to the Location block on the Programming Data Sheet.
Section 6-1	"inspection process" was added to sentence referring to the sponsor submitting an estimate of anticipated activities that will take place during the design process.
Section 6-3	New language regarding conflict of interest was added to the Selection Procedures section.
Section 6-6	New language regarding supplemental agreements.
Section 6-7	New language referring to original engineering services contracts was added to the Supplemental Agreements section.
Section 10-1	"Letting date" was changed to "bid opening date" under the Wage Rate section.
Section 10-6	New language regarding FHWA guidelines to Internet advertising was added.

Section 4 (Environmental Requirements) was heavily revised to reflect changed/new requirements, address incomplete or missing information, correct inaccuracies, incorporate relevant material that was previously located in other chapters, and improve its usefulness to aid the LPAs in complying with environmental regulations. The FHWA initially suggested the section be reviewed/updated and subsequently commented on the revised version. Material/figures moved from other chapters, such as floodplain requirements and discussion of channel modifications, were replaced with brief summaries and cross-references to Section 4 in the original locations.

All of the Sections have been revised to correct grammar errors. Website links throughout the manual were checked and revised where necessary.

If you have any comments, please respond before October 31, 2008 by using the Revisions Comment Form that is available below. These changes, if accepted, will be effective on January 1, 2009, and the website will be updated at that time.
