MoDOT Answers Today’s Questions
The Federal Motor Carrier Safety Administration published the final rule for Unified Carrier Registration on Friday, August 24, 2007. The program’s fee schedule was included in the final rule.

So when can we start applying for UCR?
Barb Hague, a manager at MoDOT Motor Carrier Services and member of the national UCR Board, anticipates that the committee will decide to implement UCR in 2007 during an August 30 conference call. Participating states can begin accepting UCR applications as soon as the Internet-based system is ready. The State of Indiana built the system and expects to launch September 10.
But Missouri didn’t adopt UCR. Where does that leave Show-Me State carriers, brokers and freight forwarders?
Now that we expect UCR will be implemented in 2007, Missouri’s private and for-hire interstate carriers, brokers, leasing companies and freight forwarders must participate by registering in another, participating state.
Though the bill to adopt UCR in 2007 was not passed by the Missouri State Legislature, Missourians must abide by the federal requirement.
Participation in the UCR program is one of MoDOT’s top legislative priorities for 2008. We will work to educate senators and representatives on the issue.
So where can Missouri-based carriers, brokers, leasing companies and freight forwarders register?
If and only if your principal place of business is geographically close to one of the states on the following list, you may register for UCR in:
- Arkansas
- Oklahoma
- Kentucky
- Tennessee
Otherwise, choose from the list of UCR-participating states in Missouri’s FMCSA region:
- Iowa
- Illinois
- Indiana
- Kansas
- Michigan
- Nebraska
- Ohio
- Wisconsin

What should companies that carry both interstate and intrastate freight or passengers do about getting intrastate decals?
Mixed carriers are not required to renew their intrastate until either the SSRS program is renewed for 2007 or the UCR program begins. Intrastate decals are not required until the matter is settled.
